11 Bills Passed on Second Day of Uttarakhand Budget Session; Devbhoomi Parivar Bill a Key Highlight

Dehradun/Gairsain: On the second day of the budget session of the Uttarakhand Legislative Assembly being held at Bhararisain Vidhan Sabha Bhawan, a total of 11 bills were passed in the House. Among them, the Devbhoomi Parivar Bill 2026 was considered the most significant.

Chief Minister Pushkar Singh Dhami said that once the bill is implemented, government welfare schemes will reach citizens more effectively and transparently.

The government introduced the bill to improve the implementation of welfare schemes and ensure transparent delivery of benefits to beneficiaries. Under this legislation, an integrated and verified family-based database will be created in the state, which will be known as the “Devbhoomi Parivar” database.

Family-Based Database to Become the Basis of Welfare Schemes

According to the government, different departments currently maintain separate beneficiary databases for their respective schemes. This often leads to duplication of data, verification challenges and lack of coordination between departments.

Under the new system, a unified family-level database will be created so that all departments can access beneficiary-related information on a single platform. A Devbhoomi Family Identification Number will be issued to identify each family, with the senior-most woman above the age of 18 registered as the head of the family.

Focus on Transparency and Data Security

The government stated that a secure and regulated data-sharing system will be developed between departments under this framework. The system will be implemented with strong emphasis on data security and transparency.

Chief Minister Dhami said the Devbhoomi Parivar Bill will prove to be an important step towards good governance, enhancing administrative efficiency and ensuring faster delivery of benefits to needy families.
