CM Dhami lists government achievements in the budget session; says Uttarakhand is moving forward with a “resolve without alternatives”

Gairsain: During the budget session at the Bhararisain Assembly in Gairsain, Chief Minister Pushkar Singh Dhami presented a detailed account of the government’s achievements, policies, and future plans during the discussion on the motion of thanks to the Governor’s address. He said Uttarakhand is continuously moving forward on the path of development with a “resolve without alternatives.”

The Chief Minister said that in the past four years, several strict and far-reaching decisions have been taken to preserve the original identity and cultural character of Devbhoomi (the land of the gods), and such decisions will continue to be taken in the future.

Budget described as historic

Chief Minister Dhami said that the credit for the formation of the state of Uttarakhand goes to former Prime Minister Atal Bihari Vajpayee, who laid the foundation of the state. Under the guidance of Prime Minister Narendra Modi, the double-engine government has given the state a new direction and momentum.

He said the budget presented for the financial year 2026–27 is historic in many ways. It is not only the last full-term budget of the current Assembly but also a document that will shape the future direction of the state’s development. This year the budget size has been set at ₹1.11 lakh crore, which is about 10 percent higher than the previous year.

He said the budget is not just a statement of income and expenditure but a reflection of the aspirations and hopes of the state’s 12.5 million people.

Rapid growth in the state economy

The Chief Minister said that the state’s economy has made significant progress in the past four years. The Gross State Domestic Product has increased rapidly, and per capita income has grown by about 41 percent.

He added that the size of the state budget has also increased from ₹60,000 crore to more than ₹1.11 lakh crore. At the same time, investment, industry, and tourism have also witnessed rapid growth.

Boost to employment and industries

The Chief Minister said that more than 30 new policies have been implemented to increase employment and self-employment opportunities. As a result, more than 20,000 new industries have been established in the state, while the number of startups has increased from 700 to nearly 1,750.

He added that the tourism, hotel, and homestay sectors have also seen rapid growth, creating new employment opportunities for local youth.

Strict action against cheating mafia and corruption

The Chief Minister said that a strict anti-cheating law has been implemented in the state and strong action has been taken against cheating mafias. He said Uttarakhand now has one of the strictest anti-cheating laws in the country, ensuring transparency in recruitment examinations.

He also said that in recent years, about 30,000 youths have been given government jobs, which is several times higher compared to previous governments. Additionally, action has been taken against more than 200 people, including IAS and PCS officers, in corruption cases.

Uniform Civil Code and other major decisions

Chief Minister Dhami said Uttarakhand is the first state in the country to implement the Uniform Civil Code. Through this law, women have received equal rights and the sense of equality and justice in society has been strengthened.

He added that the state government has also taken major steps such as implementing a strict land law and an anti-conversion law to protect the state’s cultural identity.

Rapid development of infrastructure

The Chief Minister said that with the cooperation of the central and state governments, development projects worth more than ₹2 lakh crore are currently underway in Uttarakhand.

Several projects aimed at strengthening road, rail, ropeway, and air connectivity are progressing rapidly. The Rishikesh–Karnaprayag rail project, the Char Dham All-Weather Road project, and various ropeway projects will give new momentum to the state’s development.

Schemes for farmers, women, and youth

The Chief Minister said the government is running several schemes to increase farmers’ income. Farmers are being provided interest-free loans up to ₹3 lakh and up to 80 percent subsidy on agricultural equipment.

Under women empowerment schemes, about 170,000 women in the state have already become “Lakhpati Didis.” Several initiatives are also being implemented to promote employment, skill development, and startups for youth.

Special focus on tourism and cultural heritage

The Chief Minister said tourism is a major pillar of the state’s economy. Therefore, special initiatives are being taken to promote religious, adventure, ecological, and wellness tourism.

He added that through initiatives such as the Kedarkhand and Manaskhand Temple Circuit Mission, winter tourism, film tourism, and international events, Uttarakhand’s identity is becoming stronger at the global level.
