Uttarakhand Government Tightens Rules on UPNL Employees’ Contracts; Chief Secretary Gives Departments Three-Day Deadline

Dehradun: Chief Secretary Anand Bardhan has issued strict instructions to all government departments regarding contracts for UPNL (Uttarakhand Purva Sainik Kalyan Nigam Limited) personnel. During a meeting of the Secretaries’ Committee at the Secretariat, he directed department heads to complete the contract process with UPNL employees within three days. He warned that department heads failing to meet the deadline would face adverse entries in their service records.

The Chief Secretary also instructed departments to complete all pending matters related to employee promotions and Annual Confidential Reports (ACRs) within the prescribed timelines. He directed officials to ensure full compliance with the government’s promotion orders and to initiate the promotion process within the next month for employees who will become eligible for promotion by June 30, 2027. He further instructed departments to complete the creation of ACR batches and related procedures within the stipulated timeframe.

Anand Bardhan also directed departments to expand the use of the Central Bank Digital Currency (CBDC) in beneficiary-oriented government schemes. He said that the system, already implemented in the Agriculture Department, should be explored for adoption in the Horticulture Department and other beneficiary-centric schemes. He instructed the concerned departments to prepare a time-bound implementation plan and organize workshops with relevant stakeholders to facilitate its rollout.
