Dehradun: The Uttarakhand Cabinet, chaired by Chief Minister Pushkar Singh Dhami, approved 15 major proposals covering public welfare, employment, education, labour rights, tourism, sports, judicial infrastructure, and industrial development. The decisions were announced by Director General of Information and Additional Secretary to the Chief Minister, Banshidhar Tiwari.
Key Cabinet Decisions
- Expansion of the Cow Rearing Scheme: Farmers from the general category will now also receive government subsidies for purchasing cows and buffaloes. The unit cost of livestock has been increased from ₹40,000 to ₹60,000. Subsidies of 90% will be provided to Scheduled Caste (SC) and Scheduled Tribe (ST) beneficiaries, while general-category beneficiaries will receive 60%
- Implementation of Uttarakhand Wage Code Rules, 2026: The Cabinet approved new labour regulations providing for minimum wages, overtime pay at twice the regular rate, salary payments by the 7th of every month, digital wage payments, and equal pay for equal work regardless of gender.
- New Rules for SC/ST Hostels: The Hostel Management Rules, 2026 will be introduced to improve accommodation, food, and educational facilities for meritorious SC and ST students.
- Boost to Eco-Tourism: The structure of the High-Powered Committee (HPC) will be revised to include senior Forest Department officials, strengthening environmental conservation and community participation.
- GST Amendment: The Cabinet approved an ordinance to amend the Uttarakhand GST Act, 2017, bringing it in line with changes made by the Central Government.
- Haldwani High Court Campus: Approval was granted for the transfer of approximately 40 hectares of land in the Lamachaur area for the construction of a new High Court complex.
- State Sports University: The Cabinet approved the creation of 122 regular posts for the operation of the State Sports University in Haldwani.
- Bengali Scheduled Caste Welfare Fund: The Bengali-origin Scheduled Caste communities of Dineshpur and Shaktifarm will now receive representation on the relevant committee.
- Amendment to Cooperative Society Rules: Discriminatory provisions relating to persons affected by leprosy will be removed in compliance with directions issued by the Supreme Court of India.
- Jal Jeevan Mission: The Cabinet approved implementation of the Central Government’s protocol for transferring rural drinking water schemes to Gram Panchayats and Water & Sanitation Committees.
- Forest Development Corporation Recruitment: Recruitment for the post of Scaler will now include a 100-mark written examination, making the selection process more transparent.
- Ganga Expressway Extension: The Cabinet approved signing a Memorandum of Understanding (MoU) between Uttarakhand and Uttar Pradesh to extend the Ganga Expressway from Meerut to Haridwar.
- Industrial Relations Rules, 2026: New provisions were approved for the time-bound settlement of industrial disputes, recognition of trade unions, grievance redressal committees, and a worker re-skilling fund.
According to the state government, these decisions are expected to strengthen the rural economy, increase the income of livestock farmers, protect workers’ rights, improve student facilities, expand sports and judicial infrastructure, promote tourism, and create new opportunities for employment and investment across Uttarakhand.
