Dehradun: Seventeen important proposals were approved at the Cabinet meeting chaired by Chief Minister Pushkar Singh Dhami at the Secretariat on Tuesday. Major decisions were taken in several departments, including energy, health, transport, cooperation, urban development, personnel, and Sainik Welfare. One of the most significant decisions was approval to allot a 1,320-MW power plant linked to a coal block in Chhattisgarh to Adani Power for 25 years.
Adani Power to Set Up 1,320-MW Power Plant
The Cabinet approved handing over the 1,320-MW coal-based power plant under the Energy Department to the Adani Group. Following the allocation of a coal block in Chhattisgarh, Adani Power will establish the plant. The project has been allotted for a period of 25 years.
Equal Pay for Equal Work for Upnal Employees
The Cabinet agreed to provide Upnal employees with the benefit of equal pay for equal work in a phased manner. It also decided to provide dearness allowance benefits to employees whose service had been interrupted since January 1, 2016. A committee will be constituted at the government level for this purpose. Provision has also been made for creating new posts as required and, where new posts cannot be created, adjusting the employees accordingly.
Special Cell to Be Set Up for Agniveers
A special cell will be established for Agniveers returning after completing their service. Six posts have been approved for its establishment. The cell will aim to connect Agniveers with employment and other opportunities.
Other States to Be Studied for New EV Policy
Before drafting Uttarakhand’s new electric vehicle policy, the policies of other states will be studied. Directions have been issued to formulate a new policy incorporating better provisions.
Green Cess Relief for CNG Vehicles to Continue
The Uttarakhand Motor Vehicles Taxation Amendment Act was approved in the transport sector. The exemption from green cess currently available to CNG vehicles will continue, while the relief being provided to hybrid vehicles has been withdrawn.
Cancer Institute Approved in Rishikesh
The proposal of the Antyodaya Foundation to establish a cancer institute in Rishikesh was approved. Provision has also been made for exemption from stamp duty for the project.
Important Decisions in the Health Sector
The Cabinet approved the establishment of the Uttarakhand Medical Supply Corporation for the procurement of medicines and surgical supplies. The corporation, to be constituted under the chairmanship of the Chief Secretary, will procure medicines, surgical materials, and chemicals. Approval was also given to the statistical cadre of the Medical and Family Welfare Department.
Land in Haridwar for National Centre for Disease Control
The proposal to provide one acre of land in Haridwar for the National Centre for Disease Control was approved. The Jailor Service Rules were also approved.
Committee Formed for Lokayukta Selection
Approval was given for the formation of the Uttarakhand Lokayukta Search Committee-2026 for the selection of members under the Uttarakhand Lokayukta Act.
Government to Bear 10% Cost of Houses Along the Rispana
The state government will now bear the 10 percent amount that was to be collected from residents of slum settlements for 116 houses constructed along the Rispana River in Kathbangla. Works related to drinking water and sewerage in urban local bodies were also approved.
Other Important Decisions
Uttarakhand State Cooperative Policy-2026 was approved in accordance with the National Cooperative Policy-2026.
Uttarakhand Population Survey Records Rules-2026 were approved.
Agreement was reached on the adjustment of Class III and Class IV employees of the Uttarakhand Seeds and Development Corporation in other departments.
Partial amendments were approved in the Pay Rules of the Personnel Department.
The rules of Uttaranchal University were approved.
Arrangements concerning variable dearness allowance and creation of posts for Upnal employees were approved.
Cabinet ministers Khajan Das, Ganesh Joshi, Satpal Maharaj, Ram Singh Kaida, Madan Kaushik, Subodh Uniyal, and Pradeep Batra were present at the meeting along with Chief Minister Pushkar Singh Dhami. Cabinet ministers Rekha Arya, Dhan Singh Rawat, Saurabh Bahuguna, and Bharat Singh Chaudhary were absent.
