Chandigarh: Former Haryana DGP O.P. Singh, a 1992-batch IPS officer of the Haryana cadre, has been appointed Chief Executive Officer (CEO) of the newly constituted SANKALP Society, a state-level body created to coordinate efforts against substance abuse through prevention, treatment, awareness, and community participation.
The SANKALP Society — Substance Abuse and Narcotics Knowledge, Awareness and Liberation Programme — has been constituted through a Haryana Government notification.
- Chairperson: Chief Minister Nayab Singh Saini will chair the society.
- Members: Its membership brings together senior officials from departments including Home, Health, School Education, Higher Education, Social Justice and Empowerment, Women and Child Development, Urban Local Bodies, Development and Panchayats, and Law and Legislative Affairs.
Focus on Young People and Drug-Free Communities
The notification defines young persons as those between 10 and 35 years and identifies the protection of young people, future generations, and vulnerable groups from substance abuse as a key objective.
Community Participation: SANKALP will work at the village, ward, school, college, and workplace levels, involving youth clubs, religious leaders, Resident Welfare Associations (RWAs), and local influencers.
Nasha Mukt Certification: It will support the development of ‘SANKALP-certified Nasha Mukt Villages and Wards’ in collaboration with panchayats, urban local bodies, and district administrations.
Three Priorities for the First Year
For its first year, the society has identified three measurable priorities:
- Reducing first-time NDPS registrations among people below 25 against a fixed 2025–26 baseline.
- Expanding de-addiction and counselling capacity.
- Certifying eligible villages and urban wards as ‘Nasha Mukt’.
To Coordinate, Not Replace Enforcement Agencies
The society is designed primarily as a coordination and prevention mechanism.
It will facilitate coordination between enforcement agencies, review drug-related data, identify risks, and track follow-up action.
Scope of Powers: The notification specifies that SANKALP will not exercise powers of investigation, search, seizure, arrest, or detention. Those powers will continue to remain with authorities empowered under the NDPS Act and other applicable laws.
Dashboard & Analytics Unit: District Narcotics Coordination Centre (NCORD) committees headed by Deputy Commissioners will submit monthly reports for integration into a state dashboard. The society may also establish a data and analytics unit to develop a State Narcotics Risk Index and undertake baseline surveys and research.
O.P. Singh to Serve for Up to Three Years
O.P. Singh (IPS: 1992: Haryana) will serve as CEO for a term of up to three years. He has previously headed the Haryana State Narcotics Control Bureau and also served as Haryana’s Sports Director.
Anti-Drug Statistics in Haryana:
According to figures cited in reports, the state recorded 3,738 FIRs under the NDPS Act and 6,801 arrests in 2025.
Haryana had also launched a separate 100-week “Nashamukt Yuva for Viksit Bharat – Sankalp Abhiyaan” in August 2026, involving youth-led awareness and community activities.
