Dehradun: Chief Secretary Anand Bardhan reviewed the progress of the 25-Point Programme at the Secretariat on Wednesday. He directed officials to evaluate not only the numerical progress of schemes but also their impact on the ground and the tangible benefits reaching the general public.
The Chief Secretary stated that the success of any scheme should be judged by the actual benefits received by the people rather than just the completed tasks. He instructed officials to compile comprehensive data on the monetization achieved through Pirul (pine needle) collection, the number of beneficiaries, and the resulting increase in their income. He also asked officials to make door-to-door garbage collection and segregation systems more effective and to ensure regular monitoring of the entire process from collection to segregation and disposal.
The Chief Secretary directed District Magistrates and the Secretary of Drinking Water to routinely monitor work related to Sewage Treatment Plants (STPs). He emphasized ensuring the full operational capacity of established STPs across the state and instructed the setup of an effective, centralized system for real-time monitoring of all STPs to track their operation and compliance with prescribed standards.
He directed the Uttarakhand Pollution Control Board to strictly enforce the requirement for large commercial establishments and group housing complexes to install their own sewage treatment plants, ensuring compliance with relevant rules and regular quality audits.

The Chief Secretary instructed all District Magistrates to hold monthly reviews of the 25-Point Programme. He emphasized that reviews should not remain confined to data, but should assess ground reality, actual benefits received by citizens, and emerging challenges. For areas showing sub-par progress, root causes should be identified and time-bound corrective actions taken.
