Dehradun: Chief Minister Pushkar Singh Dhami today launched the Worker Training Management System (TMS) developed by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCW), Labour Department, Uttarakhand. This portal is a significant initiative towards making skill development for registered workers and their dependent family members transparent, effective, and technology-based.
The portal has been developed as per the Chief Minister’s instructions to make worker training programs completely online and transparent.
The Chief Minister directed the officials to ensure effective action on other needs related to the overall development of workers after skill training. He also instructed that regular feedback be taken from the state’s entrepreneurs regarding skill requirements so that training can be better linked to employment.
The Chief Minister directed that special emphasis be placed on training in trades such as plumbing, carpentry, and electrical work, in accordance with regional needs, so that local needs can be met by local workers and employment opportunities can increase. This will also help in maintaining regional demographic balance.
He directed that special attention be paid to strengthening forward linkages after training, and appreciated the DBT schemes run by the Labour Department. He also directed UKBOCW to continuously strive to increase its income.
Through this portal, the training system will be made transparent and effective.
Dr. Sridhar Babu Addanki, Secretary of the Labour Department, said that the department is continuously striving to make all schemes more transparent and results-oriented, as per the Chief Minister’s instructions.
During the program, Labour Commissioner P.C. Dumka gave a detailed presentation on the functioning of the portal.
He said that through the Worker Training Portal (TMS), the selection of training providers, evaluators, training centers, and trainers will be done through a completely online process from institutions and certified individuals empanelled with the Government of India. Attendance and evaluation of training programs will also be ensured through digital means. Principal Secretary R.K. was also present at the event. Sudhanshu and other departmental officers were present.
This portal will ensure:
– Complete transparency in training programs.
– Effective prevention of duplication.
– Continuous improvement in the quality of training.
– Availability of a centralized database of trained workers.
– Accountability of training providers and concerned officers.
