Chief Secretary Directs Expediting CM Announcements; Pending Cases Reduced from 627 to 303

Dehradun. Chief Secretary Anand Bardhan reviewed the progress of Chief Minister (CM) announcements at the Secretariat on Tuesday. He directed officials to treat the announcements on a priority basis and complete them within the stipulated timelines. Along with the speedy resolution of long-pending announcements, he instructed that the procedure for terminating or merging announcements into other projects be completed in a timely manner.

During the meeting, it was informed that out of a total of 4,611 CM announcements in the state so far, 2,852 have been completed. A total of 1,759 announcements remain pending, out of which action is underway at various levels for 1,397. Among these, 59 announcements have been partially completed, while 303 announcements are still pending. During the previous review held on August 11, 2026, the number of pending announcements stood at 627, which has now dropped to 303.

Reviewing department-wise pending announcements, the Chief Secretary instructed officials to take time-bound action. He emphasized that schemes should not face unnecessary delays due to matters pending at different levels. Departments should function with mutual coordination and rapidly complete procedures including land transfer. He also directed starting tasks in parallel wherever feasible to save time.

He instructed that the progress of CM announcements be updated continuously on the designated portal. Officers of Secretary and Additional Secretary ranks were asked to conduct regular monitoring to ensure time-bound resolution of tasks. Instructions were also issued to hold the next review meeting in mid-October.

Plan to be Formulated for Yamunotri Trek Route Improvement

The Chief Secretary directed the preparation of a detailed action plan for the repair and improvement of the entire Yamunotri trek route. He asked for a detailed presentation to be submitted in this regard within the next 15 days. Additionally, he instructed exploring potential alternative arrangements for the trek route.

He asked that arrangements for the operation and maintenance of proposed projects, such as eco-parks at various locations, be finalized in advance alongside asset creation to ensure their optimal utilization.

Directions were issued to transfer the proposed Heritage Street project—stretching from the main market Dhara Road to Agency Chowk in Pauri town—from the Housing Department to the Tourism Department, and to act swiftly on proposals related to multi-story parking. He stated that infrastructure development and beautification works undertaken by different departments within the same area should be integrated through mutual coordination.

Cold Storage to be Built Only on Suitable Land

The Chief Secretary directed that special attention be paid to land suitability when constructing proposed cold storage facilities for fruit storage. He emphasized that instead of constructing on unsuitable government land, suitable land should be purchased based on requirement to ensure effective utilization.

He asked officials to explore possibilities for developing amenities like open spaces, city parks, and eco-parks across all cities in the state. In the absence of available government land, he instructed considering the purchase of private land to develop such facilities.
