‘Devbhoomi Family ID’ System to Be Implemented in Uttarakhand: Families Living for 15 Years to Receive Digital Identity

Dehradun: The Uttarakhand government has taken a major step toward providing a unique digital identity to every family in the state. During the ongoing Assembly Budget Session in Gairsain (Bharadisain), the government led by Chief Minister Pushkar Singh Dhami presented the “Uttarakhand Devbhoomi Family Bill 2026.” After becoming law, this bill will provide a special Devbhoomi Family ID to families who have been living in the state for the past 15 years.

The government says this will not just be an identification number but a major reform aimed at making the administrative system more transparent and simple. It will help eliminate middlemen and ensure that benefits of government schemes reach eligible beneficiaries directly.

What is Devbhoomi Family ID

The Devbhoomi Family ID will be a unique eight-digit identification number, through which a centralized digital database of every family in the state will be created. After the system is implemented, data from departments such as ration, education, health, and other government services will be integrated on a single platform. This will provide all departments with a single verified record of citizens.

Women to Be the Head of the Family

The government has also prioritized women empowerment in this scheme. According to the proposed system, a woman aged 18 years or above will be considered the head of the family. Only if there is no adult woman in the family will the eldest male member be designated as the head.

Based on the Haryana Model

Uttarakhand’s system is inspired by Haryana’s Parivar Pehchan Patra (PPP) model. In Haryana, this system has helped make the delivery of government schemes more transparent and effective. On similar lines, Uttarakhand is developing an integrated digital system.

Many Services Without Application

The aim of the system is to provide automatic or proactive service delivery. For example, when a person completes 60 years of age, the system could automatically initiate the process for old-age pension.

Check on Corruption and Fake Beneficiaries

The government believes that once the Devbhoomi Family ID is implemented, identifying fake beneficiaries will become easier. Government schemes will reach only eligible individuals, ensuring better use of government resources and reducing corruption.

Eligibility Criteria

The government has set clear eligibility conditions for the ID:

  • Only families who have been living in Uttarakhand for the last 15 years will be eligible.
  • Native government employees of the state and their families who are currently posted outside the state will also be eligible.
  • Devbhoomi Family Officers will be appointed in every district to verify data and conduct physical verification.

Relief from Document Hassles

Once the Devbhoomi Family ID is implemented, citizens will not need to submit documents repeatedly in different departments. Through a single ID, it will become easier to avail government schemes, saving both time and money.

Strong Emphasis on Data Security

The government has introduced strict provisions to ensure the safety of citizens’ data in the digital system. The system will operate according to the standards of the Digital Personal Data Protection Act 2023. A Devbhoomi Family Authority, chaired by the Chief Minister, will also be formed to manage and protect the data.

The government has clarified that citizens’ personal information will not be shared with any private institution or external agency without their consent, and the data will remain completely secure.
