IT Park to Come Up on Land of Three-Decade-Closed Horse Factory, Proposal Sent to Centre

Dehradun: Efforts have gained momentum for the industrial utilization of land belonging to a horse factory in Balawala, Dehradun, which has been closed for nearly three decades. The state government intends to develop an Information Technology (IT) park or business park on this land. A proposal to transfer approximately 35.7 acres of land belonging to Bengal Immunity Limited to the state government has been sent to the Central Government.

Chief Minister Pushkar Singh Dhami has written a letter to Union Minister of Health & Family Welfare and Chemicals & Fertilizers J.P. Nadda requesting the land transfer. Following this, the Union Minister has directed the concerned department to take further action, initiating the process to advance the matter within the Department of Pharmaceuticals. However, final approval for the land transfer and project is still awaited.

Preparations for Industrial Use of Abandoned Land

This industrial unit located in Balawala has been closed for a long time. Due to the company’s financial liabilities and bankruptcy proceedings, the land could not be utilized. Now, the state government is exploring prospects to develop this land as a hub for industrial and commercial activities.

Upon approval of the proposed scheme, investments in Dehradun are expected to increase along with the creation of new employment opportunities. However, the exact activities to be operated in the park and the number of companies to be accommodated will depend on the final format and approval of the project. The government believes that materializing this plan could generate employment opportunities for thousands of people directly and indirectly.

Plans to Connect the Park to National Highway

To ensure easy access to the proposed park, plans are also underway to improve road connectivity. According to the Industries Department, there is a proposal to connect this land to the proposed Lachhiwala-Thano four-lane elevated route over the Song River. ₹1 crore has been released in the initial phase for survey and Detailed Project Report (DPR) works, exploring possibilities of direct connectivity from the National Highway.

The initiative aims to promote industrial development and investment by utilizing long-unused land. Currently, Central Government approval and the completion of the land transfer process are essential to advance the project.
