Dehradun: Following the assault on the Director of Primary Education, Ajay Nautiyal, the government has implemented a new Standard Operating Procedure (SOP) in all government offices across the state. The objective is to provide a safe working environment for officers and employees and to effectively prevent external pressure, misbehavior, and violent incidents.
The incident had sparked outrage among teacher organizations and government employees. Various organizations had demanded strict security arrangements in offices, following which the government issued detailed guidelines.
Where the New SOP Will Apply
This procedure will be applicable in all government offices of the state except the Legislative Assembly and the Secretariat. Separate notifications will be issued by the respective departments. The rules will apply equally to the general public, elected representatives, their supporters, private contractors, and security personnel.
Strict Rules for Entry and Identification
- All employees must carry an identity card.
- Entry to the office premises without an ID card will not be allowed.
- Entry of private vehicles of the general public will be restricted.
- Metal detectors will be installed at main entrances.
- No individual will be allowed entry without prior permission.
- A “No Entry Register” with photographs will be maintained at security checkpoints, recording details of persons found guilty of misbehavior or violence.
Prior Appointment Required for Meetings
- Anyone wishing to meet an officer must obtain a prior appointment.
- No one will be allowed directly into an officer’s chamber without permission.
- A maximum of two individuals will be allowed to enter an officer’s chamber at a time.
The purpose of this arrangement is to prevent overcrowding, undue pressure, and collective aggression.
Complete Ban on Restricted Items
- Bringing flammable substances, ink, sticks, weapons, or any other objectionable items into office premises is strictly prohibited.
- Video recording or photography without the permission of the concerned officer is also prohibited.
Monitoring and Security Arrangements
- Surveillance cameras will be installed at entrances, corridors, and sensitive areas.
- Secret emergency alert systems will be installed under officer desks or in reception areas.
- In case of emergency, security personnel will be immediately alerted.
Post-Incident Procedures
- In the event of an unpleasant incident, the site will be immediately secured.
- CCTV footage will be preserved and handed over to the investigating officer.
- Inspection-level officers will conduct the investigation.
- The investigation must be completed within two months.
