Dehradun: Chief Minister Pushkar Singh Dhami on Wednesday released the book “Seva Vidhi”, authored by former Additional Secretary R.C. Lohani, at the Chief Minister’s residence. On the occasion, the Chief Minister described the book as an extremely useful resource for government officers and employees, stating that it is the first practical guide in Uttarakhand to present service rules, constitutional provisions, government orders, and important judicial decisions in a simple and systematic manner.
The Chief Minister said that every government officer and employee has the responsibility to serve the public with integrity, transparency, and dedication. He added that good governance cannot be achieved without a proper understanding of rules and procedures. The book, he said, will provide officials and employees with a better understanding of their rights, duties, service rules, and administrative procedures.
CM Dhami said that the state government is giving the highest priority to good governance, transparency, and accountability. Continuous efforts are being made to increase the use of technology in governance, simplify administrative processes, and accelerate decision-making. He added that the more efficient the administrative system is, the stronger the public’s trust will become.
The Chief Minister said that the objective of governance is not merely to enforce rules but to provide solutions in the public interest. He urged officials to resolve public grievances promptly, transparently, and sensitively while adopting the government’s core principles of “Simplification, Resolution, Disposal, and Satisfaction.”
Author R.C. Lohani said that Seva Vidhi contains a comprehensive compilation of various aspects of government service, including appointments, reservation, promotions, transfers, disciplinary proceedings, retirement, leave, the Official Language Act, conduct rules, and other related subjects. He added that the book is based on constitutional provisions, Acts, government orders, and significant judgments of the Supreme Court and High Courts.
The programme was attended by Cabinet Minister Subodh Uniyal, former Additional Secretaries Bhupesh Tiwari, G.B. Oli, Ramesh Chandra Sharma, Hansa Dutt Pandey, former Joint Secretary Naveen Singh Tadani, along with several senior officials and distinguished guests.
