Dehradun: A third murder has taken place in Dehradun, Uttarakhand, within the last 5 days. This has raised questions about the state’s law and order situation. In view of the deteriorating law and order, Chief Minister Pushkar Singh Dhami held a high-level meeting at the Secretariat on Monday. During the meeting, he clearly stated that no compromise on law and order would be tolerated.
In the meeting, CM Dhami gave strict instructions to police officers that any negligence regarding law and order, administrative functioning, and public service in Uttarakhand would no longer be tolerated. He also instructed that every department of the police and administration should work with a sensitive, responsible, and results-oriented approach towards the general public.
CM Dhami reviews law and order, etc.: In the high-level meeting, Chief Minister Pushkar Singh Dhami reviewed the conclusions drawn from the All India DG/IG Conference and reviewed various issues related to the state’s law and order, administrative functioning, security arrangements, tourism management, revenue, drug de-addiction, prosecution, prison reforms, and public grievance redressal.
CM Dhami said that the number of tourists in the state will increase significantly after the opening of the Delhi-Dehradun Expressway. Considering this, all necessary preparations related to hotels, accommodation, parking, traffic plans, traffic management, and security arrangements for tourists should be completed on time. The CM gave clear instructions that there should be no disorder under any circumstances.
Police should improve their work culture: Taking a strict stance on the police system, CM Dhami said that the work culture at the ground level, including police stations and outposts, should be improved immediately. Humane, sensitive, and respectful treatment of common people should be ensured. Any complaint of unnecessarily harassing innocent citizens will be taken seriously.
Strict action against those who disturb peace: CM Dhami gave clear instructions regarding law and order that the strictest possible action will be taken against those who disturb peace in the state. Security-related complaints should be taken seriously and acted upon promptly. No compromise on law and order is acceptable. Criminal investigations should not be delayed: CM Dhami instructed the police that investigations into criminal cases should not be unnecessarily delayed. Night patrolling should be intensified, and continuous patrolling should be ensured. He also directed that the anti-drug campaign be conducted as a mass movement.
Prosecution should not be weak: He said that a monthly drug de-addiction report from every district should be sent directly to the government, which will be regularly reviewed by the Home Secretary and the Director General of Police. Taking a strict stance on the prosecution system, CM Dhami said that the prosecution should not be weak. A performance audit of prosecution officers should be conducted.
Instructions to enact strict laws on land fraud cases: CM Dhami instructed that strict laws be enacted on land fraud cases. He said that those involved in land-related crimes will not be spared under any circumstances. For crime control, the CM said that not only action but also administrative introspection is necessary.
Emphasis on increasing alternative sources of revenue: Effective coordination should be established between all departments of the police and administration. While reviewing the revenue system, the Chief Minister instructed that alternative sources of revenue be increased. The outcomes of subsidy schemes should be evaluated, and there should be no delay of any kind in revenue matters.
While reviewing the prison department, CM Dhami instructed that skill development and rehabilitation schemes for prisoners be effectively implemented and that human rights be strictly adhered to. Giving top priority to public grievance redressal, the CM instructed that 100 percent implementation of the Chief Minister’s announcements be ensured in the districts. Schemes should not only exist on paper but should be visible on the ground.
Accountability will be fixed for illegal constructions: Regular physical verification of schemes should be done, and special attention should be paid to quality and timeliness. CM Dhami instructed all District Magistrates that the accountability of the concerned Sub-Divisional Magistrate (SDM), Lekhpal, and Patwari should be fixed for illegal constructions on rivers, streams, and government land. Strict action should be taken against those who violate the rules and those who provide protection to such encroachments. Reviewing the functioning of the committees constituted at the tehsil level for the resolution of land disputes, he said that the speedy resolution of cases should be ensured. The Public Works Department was instructed to start the road resurfacing work by February 15 and to ensure that there is no compromise on quality.
Chief Minister Dhami directed that the 1905 helpline be reviewed regularly to ensure zero pendency. He instructed all District Magistrates to launch a special campaign over the next six months to ensure that all villages in each district are covered by 100 percent of the schemes.
