Dehradun: Union Education Minister Pralhad Joshi has congratulated Chief Minister Pushkar Singh Dhami and the people of Uttarakhand after the state was declared a fully literate state under the ULLAS–Nav Bharat Saaksharta Karyakram. Uttarakhand achieved this milestone on July 8, 2026.
In a congratulatory message to the Chief Minister, the Union Education Minister said the achievement was the result of the Chief Minister’s leadership, administrative commitment and the collective efforts of the people of the state. He said that despite Uttarakhand’s challenging geographical conditions, the state had achieved remarkable success in the field of full literacy and set an inspiring example for the country.
The Union Education Minister said efforts are being made through the Samagra Shiksha programme to ensure access, equity and quality in education from early childhood through Class 12. At the same time, the ULLAS programme is empowering adults who were deprived of formal education by providing them with foundational literacy, life skills and digital skills.
He expressed confidence that Uttarakhand’s achievement would inspire other states and Union Territories across the country. Praising the leadership of Chief Minister Dhami, he said Uttarakhand would play an important role in empowering newly literate citizens through continuing education, life skills and vocational training, while also advancing the objectives of the National Education Policy (NEP) 2020.
Chief Minister Pushkar Singh Dhami expressed his gratitude to the Union Education Minister and said that Uttarakhand becoming a fully literate state is a matter of pride for the entire state. He said the achievement was the result of the collective commitment and public participation of the state government, Education Department, officials, teachers, volunteers and the people of Uttarakhand.
The Chief Minister said the state government’s goal is not limited to literacy alone. Ensuring access to quality education, digital literacy and opportunities for lifelong learning for every citizen remains a key priority of the government.
