Dehradun. A meeting of the Monitoring Committee for the Chief Minister’s Migration Prevention Scheme (MPRY) and the Chief Minister’s Border Area Development Program (MBADP) was held under the chairmanship of Chief Secretary Anand Bardhan. The meeting placed special emphasis on the effective implementation of employment and livelihood schemes in migration-affected and border areas.
Ensure no gaps in implementation of schemes.
The Chief Secretary directed that there should be no gaps in the implementation of schemes at any level. The approval process for proposals received from districts should be expedited and work should be completed within the stipulated timeframe.
He also directed that previously approved schemes be reviewed and results on the ground should be ensured.
Emphasis on Targeted Approach and Resource-Based Interventions
The Chief Secretary emphasized the need to adopt a targeted approach to schemes and implement effective interventions. He said that the villages where MPRY and MBADP are operational should become models for other border villages in the areas of self-employment and livelihoods.
He also directed to implement schemes based on a scientific study of the resources and deficiencies available in border villages.
Action Plan for the Year 2025-26
In the meeting, Vice Chairman of the Migration Commission, S.S. Negi, stated that the schemes are showing positive impact, but further implementation is needed.
- Under MPRY, 90 schemes are proposed in 12 districts in the year 2025-26.
- Under MBADP, 155 schemes are proposed in identified development blocks of 5 border districts.
The Chief Secretary directed to expedite the progress of both schemes.
MPRY Implemented in 474 Villages
The MPRY scheme is being implemented in 474 villages, representing up to 50% of the state’s migration-affected villages, with the aim of providing self-employment opportunities to residential families, unemployed youth, and reverse migrants.
At the same time, through MBADP, migration prevention and reverse migration are being promoted by developing sustainable livelihood and self-employment resources in border development blocks.
Secretaries Sachin Kurve and D.S. Gabrial, Special Secretary Nivedita Kukreti, Additional Secretary Anuradha Pal, Jharna Kamthan, Forest Department HOD Ranjan Kumar Mishra, and other concerned officials were present at the meeting.
