Dehradun: The Uttarakhand government has initiated preparations for major reforms aimed at making land management more modern, transparent, and investor-friendly. A Secretaries’ Committee meeting chaired by Chief Secretary Anand Bardhan discussed land resource management, digitization, dispute resolution, and simplification of land-related procedures.
Detailed discussions focused on faster disposal of land-related cases, improving land availability for investors, adopting modern technologies, reducing revenue disputes, and making all land-related processes—including land purchase, sale, registration, and mutation—paperless, cashless, and faceless.
The Chief Secretary directed officials to study both short-term and long-term reform measures and prepare a comprehensive action plan. He said that scientific, transparent, and efficient land management is essential in a state like Uttarakhand, where land resources are limited.
He also instructed officials to establish a Project Implementation Unit (PIU) for long-term reforms and ensure its regular monitoring. A team comprising senior officials was assigned the responsibility of preparing a comprehensive framework to address land management challenges and recommend procedural reforms.
Special emphasis was placed on land surveys, settlements, mapping, digitization of old records, registration processes, mutation cases, and timely disposal of revenue matters. Officials were also instructed to closely monitor agencies involved in land survey and mapping activities.
The objective of these reforms is to maximize the use of limited land resources, facilitate easier land access for investors, strengthen the land bank system, minimize land disputes, and provide citizens with improved services through simplified, transparent, and digital governance.
