Uttarakhand to End Separate Budget for Arabia Madrasas from 2027–28

Dehradun: The Uttarakhand Cabinet has approved the discontinuation of the separate budget allocation for grants to Arabia Madrasas from the 2027–28 financial year, following the implementation of the state’s new minority education framework.

The decision follows the repeal of the Madrasa Education Board Act and the Non-Government Arabic-Persian Madrasa Recognition Rules on 30 June 2026. From 1 July 2026, the Uttarakhand Minority Education Act came into force, making recognition from the Uttarakhand Minority Education Authority mandatory for all madrasas.

The state currently has 452 registered madrasas with approximately 50,000 students. Of these, 400 institutions provide education from Classes I to VIII, while 52 madrasas offer Classes IX to XII. So far, 158 madrasas have applied for recognition under the new system, and nine institutions—including seven madrasas, one Sikh educational institution, and one Jain educational institution—have already received recognition.

Under the new education policy, madrasas will operate in two shifts. The morning session will focus on modern subjects such as Hindi, English, Mathematics, Science, and Computer Education, while the evening session will cover religious education, along with lessons on the Constitution, human rights, national unity, and moral values. Students of institutions meeting the Education Department’s standards will receive certificates issued by the State Education Board.

The government stated that all minority educational institutions will undergo physical verification against prescribed standards. Institutions meeting the required norms will receive recognition, while others will be given time to comply.
