Dehradun. Chief Secretary Anand Bardhan held a meeting with District Magistrates via video conferencing at the Secretariat on Tuesday to review key matters across various departments. Reviewing issues related to e-Office, monitoring of government assets, single-use plastic, and pensions for retired employees, he instructed officials to ensure time-bound action.
The Chief Secretary emphasized 100% implementation of e-Office in all departments. He stated that in departments where the status of file disposal and processing is not satisfactory, regular reviews must be conducted to ensure improvement. Directives were also issued to share good practices and innovations of departments in the Committee of Secretaries’ meetings.
All Assets to be Uploaded on the Portal Within Two Months
The Chief Secretary instructed the mandatory mapping of all government assets under the Uttarakhand Government Assets Monitoring System. He directed that all government assets be uploaded to the portal over the next two months. Geofencing must also be ensured along with the mapping of each asset.
He stated that in cases of encroachment on government land, timely alerts should be generated so that the concerned department can take immediate action. Departmental secretaries were instructed to monitor the mapping and uploading of assets on a weekly basis.
Continuous Action Against Single-Use Plastic
The Chief Secretary directed District Magistrates to run continuous drives to discourage the use of single-use plastic. He stated that action should not be limited to campaigns alone, but regular monitoring must also be maintained. The concerned department was instructed to draft and implement a policy for the effective control of single-use plastic at the earliest.
Timely Pension and Gratuity for Retired Employees
Pending cases related to pension and gratuity of retired teachers and employees were also reviewed during the meeting. The Chief Secretary instructed the development of a mechanism that ensures pensions begin immediately upon retirement and gratuities are paid on time.
He called for organizing special camps in the Primary and Secondary Education departments to resolve pending pension cases. Directives were also issued to set up an effective grievance redressal system in large departments to address pension-related issues.
The Chief Secretary asked to simplify the procedure related to medical reimbursement for retired employees. He directed that arrangements be made for the approval of medical bills through the concerned Drawing and Disbursing Officer (DDO) of the district where the employee resides after retirement.

Rajesh Kumar, Vinay Shankar Pandey, Vinod Kumar Suman, Jyoti Yadav, Ranveer Singh Chauhan, Dhiraj Singh Garbyal, Rajendra Kumar, and Garhwal Commissioner Anand Swaroop, along with District Magistrates.
