The cabinet expressed gratitude to the Prime Minister on behalf of the people of the state and the country for development works, public welfare schemes, and assistance provided during natural disasters. On this occasion, congratulations and best wishes were also extended to him on behalf of the people of the state.

The vote of thanks noted that the Prime Minister began his journey as Chief Minister of Gujarat on October 7, 2001. During his 25 years as head of government, he prioritized public service and national interest. Appreciating his discipline, tireless hard work, and dedication to national service, the cabinet stated that his leadership serves as an inspiration to the country.

Appreciation of Public Welfare Schemes and Development Works

The cabinet highlighted the works carried out under the Prime Minister’s leadership in public welfare, infrastructure, science, technology, and defense sectors. The resolution credited initiatives like Jan Dhan Yojana, Pradhan Mantri Awas Yojana, Ayushman Bharat, Swachh Bharat Mission, Jal Jeevan Mission, and Pradhan Mantri Kisan Samman Nidhi with transforming the lives of crores of people.

According to the resolution, nearly 60 crore Jan Dhan accounts were opened nationwide, and over four crore permanent houses were provided. Between 2013-14 and 2022-23, approximately 25 crore people escaped multidimensional poverty. Along with the empowerment of women, farmers, and youth, initiatives such as Digital India, Direct Benefit Transfer, and the Unified Payments Interface (UPI) helped streamline citizen services and enhance transparency in governance.

The cabinet also noted decisions such as the abrogation of Article 370, the implementation of One Rank One Pension (OROP) for ex-servicemen, and the creation of the post of Chief of Defence Staff (CDS). The success of Chandrayaan-3, the promotion of indigenous technology, and India’s growing role on global platforms were cited as symbols of the nation’s capability and self-confidence. The resolution also praised efforts toward preserving and promoting cultural and spiritual heritage.

Mention of Prime Minister’s Special Affection for Uttarakhand

The cabinet expressed gratitude for the Prime Minister’s special affectionate and spiritual attachment to Uttarakhand. The resolution stated that the Prime Minister has prioritized the state not only as a region of religious and tourism importance but also as an area of strategic significance and immense development potential. From the land of Baba Kedar, he had expressed confidence that the third decade of the 21st century would be the decade of Uttarakhand. Better coordination between the central and state governments has accelerated development works in the state.

The resolution noted that during natural disasters in Uttarakhand, the Prime Minister provided continuous support and guidance. Throughout the 17-day rescue operation in November 2023 to safely evacuate 41 workers trapped in the Silkyara Tunnel in Uttarkashi, the Prime Minister kept abreast of the situation and directed necessary assistance from relevant central agencies. Similarly, during disasters on the Sahastratal and Kedarnath pilgrimage routes in 2024, the Central Government and the Indian Air Force assisted in rescue operations. Even during the disaster in the Dharali area of Uttarkashi in August 2025, the Prime Minister promptly assessed the situation and assured all possible assistance. The cabinet cited these efforts as examples of his sensitivity and warmth toward the state.

Work on Projects Worth Over Rs 2.25 Lakh Crore

The vote of thanks stated that under the Prime Minister’s guidance, infrastructure projects worth over Rs 2.25 lakh crore are underway in Uttarakhand. These include major projects related to roads, railways, ropeways, energy, health, industry, and tourism.

According to the resolution, the Delhi-Dehradun Economic Corridor was inaugurated on April 14, 2026. This approximately 213-kilometer-long corridor has reduced travel time between Delhi and Dehradun from over six hours to about two and a half hours, which is expected to create new opportunities for tourism, trade, industry, and employment.

The Char Dham Mahamarg Development Project, worth approximately Rs 12,595 billion, is improving connectivity for the Char Dham Yatra. Meanwhile, the 125-kilometer-long Rishikesh-Karnaprayag rail project is considered a significant step toward bringing railways to the hilly regions. The approval of the Sonprayag-Kedarnath ropeway project (worth approx. Rs 4,081 crore) and the Govindghat-Hemkund Sahib ropeway project (worth approx. Rs 2,730 crore) is expected to ease future pilgrimage travel. The Kedarnath reconstruction and Badrinath Dham master plan works were also cited as examples of the balance between development and heritage.

Impulse to Energy, Industry, and Health Facilities

The cabinet mentioned central support in advancing the Jamrani, Lakhwar, and Kishau multipurpose projects. The 1,000 MW pumped storage plant in Tehri was highlighted as a major achievement in the energy sector. The Integrated Manufacturing Cluster being developed at Khurpial in Udham Singh Nagar is expected to boost investment and employment opportunities. The development of an AIIMS Rishikesh sub-center in Kichha will provide better healthcare facilities to people in the Kumaon and Tarai regions.

Promotion of Border Areas and Winter Tourism

The resolution also mentioned the Prime Minister’s Adi Kailash yatra and the promotion of winter tourism. It noted that increased religious tourism in the Adi Kailash and Om Parvat regions has boosted local homestays, transport, handicrafts, and self-employment. Highlighting the initiative to recognize border villages as the “first villages” of the country rather than the “last,” it was noted that 51 border villages of the state have been included on a priority basis under the Vibrant Villages Programme.

According to the resolution, the Prime Minister visited Mukba on March 6, 2025, and appealed from Harsil for people across the country to visit Uttarakhand during winters. Consequently, the number of pilgrims and tourists visiting during the winter season increased from about 80,000 to 1.5 lakh. The cabinet also termed the vision of the ‘Lakhpati Didi’ scheme as crucial for the economic empowerment of women.

The cabinet expressed special gratitude to the Prime Minister for his continuous support during Uttarakhand’s development, public welfare schemes, infrastructure projects, and natural disasters. A letter of gratitude will also be sent to the Prime Minister for this contribution and his special affection for the state.

The vote of thanks reiterated the resolve for Uttarakhand to play a vital role in building a developed India by 2047. The cabinet stated that efforts to develop the state into a developed region will continue by balancing development and heritage, economy and environment, and modernity and culture.
