Chief Minister chairs PITCUL review meeting, discusses project progress in detail

Dehradun: A review meeting of the Power Transmission Corporation of Uttarakhand Limited (PITCUL) was held in the Secretariat auditorium under the chairmanship of Chief Minister Pushkar Singh Dhami. The meeting included a detailed review of the achievements of key projects completed in the past year, ongoing ADB-funded and non-ADB-funded projects, projects laid the foundation stone by the Chief Minister, works related to Chief Minister’s announcements, and the status of REC/PFC-funded projects.

Key issues such as additional equity capital (State Sector and SASCI) in 2025-26, year-wise equity requirements for proposed projects, PITCUL’s Resource Adequacy Plan/Master Plan, disaster compensation funds and manpower requirements were discussed in detail.

Chief Minister’s clear instructions: Emphasis on timeliness, transparency, and accountability

The Chief Minister directed to minimize power distribution losses, strictly curb power theft, and take strict action against those found negligent in reducing distribution losses.

In view of the upcoming summer season, UJVNL, Pitkul, and UPCL were instructed to ensure all preparations are in place, complete all formalities by March, and submit projects for launch by April.

They were directed to open a separate account for the funds received under the CSR scheme and ensure its optimal and productive use.

Instructions were given to expedite the work by quickly resolving issues related to ADB-funded substations in various districts.

Under the ADB-funded second phase, the concerned district officials were directed to complete the land allotment and transfer process in Bahadrabad (Haridwar), Kotdwar (Pauri), Bhikiyasain (Almora), Kapkot (Bageshwar), and Nandprayag (Chamoli) within a week.

Emphasis was placed on ensuring continuous monitoring and effective progress to ensure immediate completion of all projects laid under the Chief Minister’s announcements.

Pitkul’s Notable Achievements and Financial Strength

Pitkul Managing Director P.C. Dhyani, while outlining the key achievements of the past four years, stated that REC’s credit rating upgrade from A+ to A++ will provide an additional 0.5 percent discount on loans obtained for project implementation, which will directly benefit the state’s electricity consumers in the form of lower tariffs.

He informed that Pitkul has been awarded the “Power Line Trans Tech India Award-2025” by the internationally renowned Power Line magazine for its outstanding performance in the transmission sector of the power sector and for achieving minimal line losses in the financial year 2024-25.

As a result of efficient management and sustained profit growth, Pitkul has paid its highest-ever dividend of ₹1243 crore to the Uttarakhand government in the financial year 2024-25.

A total of 22 projects have been completed in the past four years, 12 of which are capacity enhancement projects.

Rapid Progress in ADB and Non-ADB Funded Projects

Currently, Asian Development Bank (ADB)-funded 220 and 120 kV substation projects are underway in Mangalore, Selaqui, Araghar, Khatima, Dhaulakheda, Lohaghat, and Sarvarkheda.

Further, non-ADB-funded 400, 220, and 132 kV substation projects are underway in Pipalkoti, Ghansali, Banbasa, Ranihat, Rishikesh, Ultratech, and Simli.

Chief Secretary Anand Bardhan, Principal Secretaries RK Sudhanshu and R Meenakshi Sundaram, Secretaries Pankaj Pandey, Dr. BVRC Purushottam, C Ravi Shankar, Vinay Shankar Pandey, Managing Director of Uttarakhand Jal Vidyut Nigam Dr. Sandeep Singhal, Managing Director of UPCL Anil Kumar, and relevant officials were present at the meeting.
