Dehradun: Uttarakhand Chief Secretary Anand Bardhan has directed all departments to upload their proposals on the NABARD portal within three days to accelerate the implementation of projects funded by the National Bank for Agriculture and Rural Development (NABARD). Chairing a high-level NABARD committee meeting at the Secretariat on Monday, he stressed the need to include more projects under the Rural Infrastructure Development Fund (RIDF) and to complete pending works on a priority basis.
The Chief Secretary instructed departments to promptly upload reimbursement proposals for ongoing projects to ensure the timely release of funds. Expressing concern over delays in project execution, he directed departmental secretaries to conduct weekly reviews of slow-moving projects and ensure their completion within the stipulated timelines.
The meeting also emphasized preparing integrated cluster-based projects for the agriculture and horticulture sectors. Bardhan said facilities such as cold chain infrastructure, transportation, and other essential services should be developed under a single project to maximize benefits for farmers.
He requested NABARD to enhance technical support by providing access to the Gati Shakti Portal, enabling the preparation of comprehensive development plans for selected regions. NABARD assured the state government that it would soon deploy a team of experts for this purpose.
The Chief Secretary also directed the Horticulture Department to regularly review polyhouse projects and instructed the Animal Husbandry Department to develop large veterinary hospitals across all districts. Departments were further asked to submit utilization certificates and completion reports for finished projects to NABARD without delay.
Officials informed the meeting that the state has set a target of ₹1,000 crore worth of proposals for the 2026–27 financial year. So far, proposals exceeding ₹500 crore have been received by the government, while projects worth ₹271 crore have already been submitted to NABARD. Detailed Project Reports (DPRs) amounting to ₹210 crore have also been forwarded.
