Dehradun: Chief Minister Pushkar Singh Dhami launched the ‘Devbhumi Parivar Portal’ on Monday at Mukhya Sewak Sadan in the Chief Minister’s Camp Office premises. He also released the ‘Viksit Uttarakhand Vision-2047’ document. The portal will help identify eligible beneficiaries for government schemes and ensure the delivery of benefits to them. Meanwhile, the vision document sets long-term development goals for the state based on approximately 440 indicators.
The Chief Minister stated that the true yardstick of the government’s success is not formulating schemes, but reaching benefits to eligible people and bringing positive changes to their lives. Often, due to a lack of information, eligible people miss out on government schemes. At the same time, citizens have to repeatedly submit documents and make rounds of different departments for the same information. The Devbhumi Parivar Portal will help minimize these hurdles while making government services simple, transparent, and citizen-centric.
Dhami said that the Viksit Uttarakhand Vision-2047 is not merely a document of targets, but an action plan charting the course for the state’s holistic development. To achieve this, all departments and districts must formulate action plans tailored to local needs and work in a time-bound manner. He noted that under the leadership of Prime Minister Narendra Modi, the country is moving toward the goal of a Developed India by 2047, and Uttarakhand will make a significant contribution to this resolve.
The Chief Minister stated that the Delhi-Dehradun Economic Corridor, the Rishikesh-Karnaprayag Rail Project, and the Chardham Mahamarg Pariyojana are strengthening the state’s connectivity. Alongside reconstruction works in Kedarnath and Badrinath, work is underway on the Manaskhand Mandir Mala Mission and other religious tourism projects. Efforts are also being made to promote tourism activities year-round through winter tourism.
He shared that industrial investment, self-employment, and startups are being encouraged. Local products are being provided with a wide market through ‘House of Himalayas’. Alongside providing 30 percent horizontal reservation in government services, women are being economically empowered through self-help groups and the Lakhpati Didi scheme. More than three lakh women in the state have become Lakhpati Didis.
According to the Chief Minister, the state’s economy has grown more than one and a half times. Over the past year, Gross State Domestic Product (GSDP) witnessed a growth of 7.23 percent. Per capita income has increased by 41 percent and reverse migration by 44 percent. He stated that special focus is also being given to expanding basic infrastructure and enhancing local employment and livelihood opportunities in border regions.
Dhami remarked that Uttarakhand’s development model must be based on progress alongside nature. The Himalayas, rivers, forest wealth, and cultural heritage define the state’s identity. Being a disaster-prone state, prioritizing environmental protection, disaster management, and safety in development schemes is essential. He instructed officials to conduct regular reviews of targets and ensure the effective implementation of schemes.
Families to Get a Unique Identity
Principal Secretary (Planning) R. Meenakshi Sundaram stated that the objective of the Devbhumi Parivar Portal is to create an integrated digital database of families in the state. Following registration on the portal, every family will be assigned a unique Devbhumi Parivar Identification Number, making information regarding the family and its members available in one place. This will aid in identifying eligible beneficiaries for government schemes, improving coordination among departments, and monitoring schemes. It will also help assess beneficiaries’ needs and better plan budgets and government resources.
He shared that for the effective operation of the portal, a Devbhumi Parivar Authority at the state level and a District Devbhumi Parivar Officer at the district level have been proposed.
Development Goals to Be Set Across 440 Indicators
The Principal Secretary stated that the Viksit Uttarakhand Vision-2047 sets long-term targets for various sectors based on approximately 440 indicators. The target is to take the state’s economy to around ₹28 lakh crore and per capita income to approximately ₹20 lakh by 2047. Furthermore, goals have been established to reduce the unemployment rate to 3.5 percent and multi-dimensional poverty to 0.61 percent.
The vision document places importance on agriculture, tourism, industry, education, health, employment, skill development, connectivity, and environmental protection. By 2047, the targets are to raise the state’s installed energy capacity to about 22,000 MW and forest cover to 46.6 percent. Distinct targets have been set for the years 2030, 2035, 2040, 2047, and 2050, emphasizing the preparation of departmental action plans and regular reviews of progress based on them.
