Deadline for Officer Transfers in Uttarakhand Set for November 1, Model Code of Conduct Likely in January

Dehradun: Ahead of the 2027 Uttarakhand Assembly elections, the state government faces a time constraint regarding the transfer of officials. The government has until November 1 to carry out general transfers of field-level officials, including District Magistrates. Beyond this date, permission from the Election Commission will be required for any transfers. Meanwhile, the final electoral roll is scheduled to be published on January 4, 2027, under the special summary revision. Consequently, speculations suggest that the model code of conduct could be enforced by the second week of January.

Amid preparations for the assembly elections, making necessary administrative changes on time is crucial for the government. Transfers of field-level officials, including District Magistrates, on or after November 2 will require Election Commission approval. Administrative officials play a critical role in the electoral process, with responsibilities ranging from election management and law and order to election execution handled by DMs and other field officers.

Final Voter List to Be Published on January 4

The Election Commission is engaged in finalizing the voter list ahead of the assembly elections. Following a special intensive revision, a special summary revision is currently underway in the state starting November 2, with the final electoral roll proposed for publication on January 4, 2027.

Political activities are expected to pick up pace across the state once the final voter list is published, leading to discussions about the model code of conduct being enforced by the second week of January. However, the exact date of enforcing the code of conduct will depend on the Election Commission’s decision.

Election Commission’s Role Post-November

The government faces pressure regarding deadlines for official transfers and election preparations. General transfers can be conducted until November 1, after which administrative reshuffles will require Election Commission approval, making timely execution essential.

During the previous assembly elections, the model code of conduct was enforced on January 8. Based on this precedent, discussions are centering on the second week of January this time around, although past dates cannot guarantee the exact enforcement date for the upcoming elections.

Additional Chief Electoral Officer Vijay Kumar Jogdande stated that the special summary revision will commence on November 2, and the final electoral roll will be published by January 4.
