Dehradun: The cabinet meeting chaired by Chief Minister Pushkar Singh Dhami has concluded. In the meeting, approval was given to 18 important proposals. A key decision includes granting financial powers to the Kumbh Mela Officer and Garhwal Commissioner for permanent and temporary works related to the Kumbh Mela.
In addition, approval was given for the purchase of 250 new buses for the Transport Corporation. Notably, changes have also been made in Forest Sub-Inspector recruitment rules.
Key decisions approved in the cabinet meeting:
- Approval to uniform rules for senior enforcement supervisor, enforcement supervisor, and constables under the Uttarakhand Motor Vehicle Amendment Rules 2026.
- Works up to ₹1 crore in Kumbh Mela can be approved by the Mela Officer.
- Works up to ₹5 crore will be approved by the Garhwal Commissioner; above that, approval will be at the departmental level.
- Approval to amendments in Uttarakhand State Legal Services Authority Rules 2026.
- District Sainik Welfare Officer will be a member of the District Legal Services Authority; acid attack victims also included.
- Amendment in minor mineral rules 2023; royalty increased from ₹7 to ₹8 per quintal.
- Approval of amendments in Commercial Tax Department rules.
- Approval for purchase of 250 buses for Transport Department.
- Earlier approval for 100 buses was increased to 109 due to reduced GST from 28% to 18%.
- Amendment in Uttarakhand Subordinate Forest Service Rules 2016.
- Educational qualification for Forest Sub-Inspector raised from Intermediate to Graduation.
- Age limit for Forest Sub-Inspector increased to 21–35 years; Forest Guard age limit set to 18–25 years.
Out of 452 madrasas operating in Uttarakhand, around 400 run classes from 1 to 8. These will now be recognized by district-level education committees or competent authorities. Madrasas running up to class 12 will need affiliation from the Uttarakhand Education Board. Approval was also given for introducing an ordinance under the Minority Education Act.
An SOP will be created regarding waiting lists in single cadre posts in the Personnel Department. Special Education Teacher Rules and Uttarakhand Sanskrit Education Cadre Service Rules 2026 were also approved.
In the Public Works Department, it was decided that out of 2010 posts recruited in 2023, six posts will be created for disabled category candidates due to non-availability of such candidates.
In the Finance Department, rules regarding pension for employees and service calculations were clarified following court proceedings.
Under the procurement rules 2025, the work limit for listed D-category contractors has been increased from ₹1 crore to ₹1.5 crore.
Under the National Education Policy, the Chief Minister Higher Education Research Promotion Scheme will now also benefit 21 aided colleges with regular principals.
A policy has been approved for beekeeping in forest areas.
