Dehradun: The Uttarakhand government has adopted a strict stance on the appointment of contract and outsourced employees in various departments and government-affiliated institutions. Officials of all departments have been clearly instructed that this process should only be followed in departments where the process for permanent appointments is already underway.
The Uttarakhand government has taken a major and strict decision regarding the appointment of personnel to departmental posts. A government order issued by the Personnel and Vigilance Section 2 clearly states that appointments to sanctioned regular posts in the departmental structure will be made only through the regular selection process. Attempts to fill regular posts through contract, outsourcing, or other alternative means will now be stopped.
This order, issued by Additional Secretary Girdhari Singh Rawat, directs all Principal Secretaries, Secretaries, Heads of Departments, Divisional Commissioners, and District Magistrates to ensure strict compliance with the guidelines previously issued by the government. The government order mentions that through previous orders issued on April 25, 2025, it was decided that the deployment of personnel to regular posts would be done only through the prescribed selection process.
Government expresses displeasure on this matter: Despite this, the government has come to know that many departments are sending proposals for appointments through contract or outsourcing instead of starting the selection process against the sanctioned regular posts. The government has considered this contrary to the rules and has expressed its displeasure.
The government order also states that a committee has already been constituted under the chairmanship of the Chief Secretary to resolve the practical difficulties encountered in the regular recruitment process. This committee will consider only those proposals from departments that have sent requisitions to the recruitment agency or selection commission for the concerned posts and where the regular selection process is underway.
Posts will not be filled through contract or temporary arrangements: Clear instructions have been given that until the regular selection process for a post is completed, proposals to fill that post through contract or other temporary arrangements will not be accepted. Departments must ensure that regular selection processes for vacant positions are carried out on a priority basis.
Advantages of the regular recruitment process: The government believes that the regular recruitment process will not only ensure administrative transparency but also provide equal opportunities to qualified candidates. It will also help avoid the legal and administrative complexities that arise due to temporary arrangements in departments.
Accountability for violation of orders: The government has directed all concerned officials to strictly adhere to these guidelines and ensure that the rules are not disregarded at any level. In case of violation of the order, the concerned department will be held accountable.
